Weapon speed is quite dependent on the class, skill and weapon used. FHR is generally 48% for first breakpoint and 86% for second in most situations. I think I know where you're getting at. If you want to hit as fast as possible, load up on the Increased Attack Speed.

I think an archon plate would be the best in terms of defense vs. strength requirement. You'll be finding superior 4 socket archon plates long before you find a Ber rune. Superior armors do have big repair costs, but gold isn't hard to get.
